Project Citizen has a process-oriented text designed for use in the middle and high school grades. The teacher's guide contains directions for developing a portfolio and conducting a hearing. Since Project Citizen is federally funded, free classroom sets are available. You can receive a free classroom set of Project Citizen books (30 student texts plus a teacher's guide) when you participate in a Project Citizen professional development workshop or institute.
